Alebtong District Health Officer Remanded Over Shs165M Financial Loss Case in Northern Uganda
The District Health Officer of Alebtong has been arraigned before the Anti-Corruption Court on charges of causing financial loss to the Government amounting to Shs165,520,800 through alleged irregular payments and failure to follow proper procurement procedures.
Dr. Odung Tony was charged alongside former Chief Administrative Officer (CAO) Otim Ben Ogwette and Chief Finance Officer (CFO) Andeoye Stephen, who are currently still at large. He took plea on Tuesday, 24th February 2026, and was remanded until 5th March 2026.
According to the State House Anti-Corruption Unit, which conducted the investigations and arrest, Dr. Odung and his co-accused allegedly authorized an irregular payment of Shs165,520,800 to Otada Construction Ltd without securing an advance payment guarantee.
The funds were reportedly meant for the upgrade of Angweta Health Centre II and Angwei Health Centre II to Health Centre IIIs during the Financial Year 2019/2020. However, Otada Construction Ltd allegedly abandoned the projects, resulting in financial loss to the Government.
Meanwhile, criminal summons have been issued against the former CAO and CFO, directing them to appear before the Anti-Corruption Court on 5th March 2026 for plea taking.
The case adds to growing anti-corruption enforcement efforts targeting public officials in Northern Uganda, particularly in the health sector.
