WAKISO — The Criminal Investigations Directorate (CID), working jointly with the State House Anti-Corruption Unit, has launched a probe into Eng. Isaak Saabwe over allegations of fraudulent registration of a land title for property located on Block 271, Plots 64, 65, 66, 942, 943, and 945 in Kitiko Birongo, Mutungo Parish, Ndejje Division, Wakiso District.

The investigation stems from heightened security concerns surrounding how Eng. Saabwe acquired a piece of land situated on Lweza Hill in Ndejje Division. As part of the inquiry, CID has formally requested the Wakiso District Land Board to provide certified true copies of the land and registration files for the disputed property.

The Director of Criminal Investigations and Anti-Corruption, Fred Lumala, has assigned Detective Patrick Oromcan to lead the retrieval of key documentation necessary for the ongoing investigation.

Eng. Saabwe Speaks Out

Speaking about the matter, Eng. Isaak Saabwe defended the legitimacy of his ownership. He stated that he purchased the land in February 2016 from Grace Katerega Serwadda, emphasizing that he conducted thorough due diligence before the transaction.

“I paid Shs.56 million after confirming the rightful owner. I planted cassava on the land and hired a caretaker to oversee it,” he explained. According to him, disputes began in 2024 when an unidentified investor allegedly started excavating marram and mining stones from his property.

He added that attempts to seek clarification from his neighbor, Annete Kalembe, were unsuccessful.

Earlier this year, Eng. Saabwe was summoned by the State House Land Desk to record a statement regarding the conflict. He claims that shortly after, officers Martin Tayebwa and Patrick Oromcan began calling him, ordering him to vacate the land without providing clear justification.
