Whiteman, Boda Rider Arrested Over Fake Bomb Threat and Ransom Demands Totaling Shs. 600 Million

Kajjansi, Uganda — A dramatic security scare unfolded Tuesday evening, August 19, 2025, when police in Kajjansi arrested a suspected suicide bomber — a yet-to-be-identified white man — and a local boda boda rider after fake bomb threats were delivered to ABSA Bank and Guild Forex Bureau at Quality Supermarket in Lubowa, along Entebbe Road.

According to police, the suspect allegedly planted hoax bombs at the entrances of the financial institutions and demanded over Shs. 600 million in ransom. The threat prompted a swift response from the bomb squad, who evacuated and cordoned off the scene. Upon inspection, the supposed explosives were found to be fake.

Sources at Kajjansi Police Station revealed that the operation began after two anonymous envelopes were delivered to the financial institutions via a boda boda rider identified as Madi Muteta. Inside the envelopes were letters claiming a “piped bomb” had been planted and demanding large sums of money: $120,000 (UGX 427 million), €20,000 (UGX 83 million), £20,000 (UGX 96 million), and Shs. 30 million — a total exceeding Shs. 600 million.

CCTV footage along Entebbe Road was instrumental in tracking the suspect, whose vehicle was identified as the one used to hand over the envelopes to Muteta. The white man was arrested shortly after, though police say he has not yet revealed his identity.

Kampala Metropolitan Police spokesperson Patrick Onyango confirmed the arrests and said investigations are ongoing. “The bomb threat was false, but we are treating the matter with the seriousness it deserves,” Onyango said. “The suspect is in custody and interrogation is underway.”

Muteta, in a statement to police, claimed he had no knowledge of the contents of the envelopes. He said he was paid Shs. 20,000 to deliver them to security guards at the two locations and was “excited by the quick job” — unaware it would land him behind bars.

The incident has sparked concern among residents and businesses in the Kajjansi-Lubowa area, with many praising the swift action of the police bomb squad.
