Luwero, Uganda: The ruling National Resistance Movement (NRM) has intensified grassroots mobilisation in Luwero District, engaging youth leaders, sub-county chairpersons, and party stakeholders ahead of President Yoweri Kaguta Museveni’s campaign launch set for Tuesday, September 30, 2025.
The mobilisation drive unfolded at two key venues: the Luwero Community Centre, where youth leaders interfaced with senior party officials, and the Luwero Guest House, where party leaders, flag bearers, and senior mobilisers held parallel strategy sessions.
At the Community Centre, youthful voices dominated the discussions, with leaders raising long-standing concerns over unfulfilled pledges, particularly transport support that has stalled for more than five years.
In a gesture that drew applause, Hajji Haruna Kyeyune Kasolo, the Vice Chairperson for Buganda on the NRM Central Executive Committee (CEC), offered to give six brand new motorcycles to Youth League and Youth Council leaders from Greater Luwero to bolster mobilisation and participation in government programs.
Kasolo urged youth to safeguard the legacy of the NRM, reminding them that Luwero remains the “Mecca of the Movement.” He called for responsibility in the management of government funds and cautioned against lending support to the opposition.
“You cannot send Satan to God. Those who abuse the government will never fight for your schools, roads, or livelihood projects. At the end of the day, it is you, the common people, who lose,” Kasolo told the youth.

The CEC Member also unveiled a new boda boda loan scheme for all the youth under which they will acquire motorcycles by making an initial deposit of UGX 500,000 and completing repayments over two years.
At the same event, NRM Deputy Secretary General Hon. Rose Namayanja rallied youth to actively support both party structures and President Museveni. Drawing from her own political roots as founder of the Luwero Youth Forum in the 1990s, Namayanja announced that the President’s campaign in Luwero will be coordinated by a youth task force under her direct leadership.
“Youth participation and follow-up are critical. If you do not ensure programs reach intended beneficiaries, then our efforts remain in vain,” Namayanja stressed.

The youth leaders, led by Simon Peter Kawesa, Chairperson of the District NRM Youth League, and Allan Waiswa, Chairperson of the District Youth Council, pressed for greater transparency and accountability in government projects such as Emyooga.
They emphasised harmonisation with NRM-leaning independents to prevent opposition gains, while also calling for financial literacy, skills development, and deeper youth involvement in decision-making processes at parish and sub-county levels.
Addressing another meeting at the Diocese Guest House, Kasolo urged NRM structural leaders to mount vigorous mobilisation ahead of the September 30 campaign launch, stressing that every sub-county, parish, and village must be fully activated. He underscored the central role of youth, women, and opinion leaders in shaping voter choices.
“Our message must reach every household, and every supporter must feel part of this historic mission,” Kasolo said, calling for reconciliation with party members who had previously backed opposition factions.

The meetings were attended by key NRM flagbearers and District leaders, including Minister Kabuye Kyofatogabye (Nakaseke Central), Ms Kirabo Agnes Nantongo (Luwero District Woman MP), Gaddafi Nasur (Katikamu North), and Abubaker Kalume (Katikamu South), among others.
The events concluded with a rallying call for unity and total mobilisation to secure victory for President Museveni and all NRM candidates in Luwero, setting the stage for a high-energy launch of the President’s 2026 campaign.
