Ken Mukalakasa Granted Police Bond as Balaam Barugahara Clarifies Case Status

Kampala, Uganda – The Ministry of Gender, Labour and Social Development has completed its role in the case involving Ken Mukalakasa, who has since been granted police bond, according to State Minister Balaam Barugahara.

In an official statement, Balaam explained that the ministry handed over the suspect to the Uganda Police Force for further investigations and case management. The case is currently being handled at the Central Police Station.

He confirmed that Mukalakasa was released on police bond, a legal provision that allows a suspect temporary freedom while investigations continue, provided they meet specific conditions set by authorities. This, Balaam noted, explains why Mukalakasa was recently seen outside custody.

Balaam further emphasized that the matter has now been escalated to the Office of the Director of Public Prosecutions, which holds the constitutional mandate to determine whether criminal charges will be filed and to oversee any subsequent legal proceedings.

“The Ministry of Gender has fulfilled its role in this matter. We handed over the suspect to Central Police Station for proper case management and investigations,” Balaam said.

He also revealed complications in the case, noting that efforts to locate a key individual linked to the matter have been unsuccessful after the person was reportedly concealed by a relative.

Authorities maintain that the next course of action lies with the police and the DPP, in line with Articles 120–124 of the Constitution of Uganda, which define the powers and independence of the prosecution body.

Investigations remain ongoing.
