Apac, Uganda: The ruling National Resistance Movement (NRM) party presidential candidate and national chairman, H.E. Yoweri Kaguta Museveni, on Friday concluded his campaign trail in Apac and Kwania districts with a call to residents of the Lango sub-region to consolidate peace, stability, and wealth creation under the ruling party.

In his keynote address, President Museveni underscored infrastructure development and a new approach to cattle compensation as priorities for his next term. He revealed that oil revenues will be invested in roads, railways, electricity, schools, and hospitals. He also committed to upgrading the Lira–Aloi–Apala–Alebtong–Abim road to tarmac.

On cattle compensation, Museveni proposed a flat-rate plan where each affected household would receive five cows, eliminating middlemen and ensuring fairness. He said discussions with leaders in Lango, Teso, and Acholi showed broad support for the initiative, which the government intends to roll out soon.

The NRM candidate also urged the people of Kwania and the wider Lango sub-region to embrace wealth creation programs such as PDM, Emyooga, the Youth Livelihood Fund, and the Women Fund to lift households out of poverty.

“The message of the NRM from the 1960s is not to use people for politics but to show them how to transform their lives. When it comes to wealth creation, we don’t want spectators. With football, you may have spectators, but in wealth creation, everyone must be a player,” Museveni said, urging households to join the money economy.

“I therefore appeal to those still outside the money economy to join; Chase poverty from your homes and do it by bringing something that will put food on your table and money in your pocket,” he added.

Before Museveni’s address, senior NRM Central Executive Committee members highlighted the party’s achievements in Apac and the wider Lango region.

The NRM Secretary General, Rt Hon Richard Todwong, presented an overview of the district’s progress under the government, while Government Chief Whip and Northern Region Vice Chairperson, Hon. Denis Hamson Obua, outlined key infrastructure and service delivery milestones.

According to Obua, Apac district has registered 63 UPE schools, 7 USE schools, 1 technical training institute, and functional health centres in 10 out of 12 sub-counties, with plans for expansion.

Electricity access has reached 10 sub-county headquarters, while major road projects include the Rwenkunye–Apac (90.9 km) road at 66% completion, the Apac–Lira–Puranga (100.1 km) road at 80% completion, and the full reconstruction of the Soroti–Dokolo–Lira–Kamdini (189.4 km) road.

In addition, Shs16.7 billion has been disbursed under the Parish Development Model (PDM) and Shs2.1 billion under Emyooga.

Vice President Rtd. Maj. Jessica Alupo, addressing the rally in Lango, praised residents for their massive turnout and urged them to give Museveni “over 90%” of the vote in recognition of the government’s achievements.

Speaker of Parliament, who is also 2nd National Vice Chairman (Female), Rt Hon Anita Among also rallied support, saying Museveni’s vision was to make Apac a model district in Lango, with residents already pledging overwhelming support for the NRM in the upcoming election.
