Police Human Resource Boss Remanded Over Illegal Recruitments

The Anti-Corruption court has remanded Commissioner of Police (CP) Eldard Mugume to Luzira Prison on six counts of abuse of office.

 

Mugume is accused of unlawfully recruiting six individuals into the Uganda Police Force in 2013, all of whom were allegedly given the rank of Inspector of Police.

 

Appearing before grade one magistrate Esther Asiimwe on Wednesday, 13th August, 2025, Mugume, a resident of Ndejje in Makindye Division, denied the charges. He will remain in custody until September 2, 2025.

 

The court also issued a criminal summons for Mugume’s co-accused, Lillian Waidha, a 37-year-old human resource officer in the police, who failed to appear. Prosecutors allege that between February and March 2013, Mugume, as commissioner of human resource management, and Waidha, as a human resource officer, arbitrarily recruited Lizzie Namulinda, Aisha Namukasa, Lilly Birungi, Jasper Ekyoheirwe, Pearl Kainembabazi, and Eva Amumpaire.

 

These appointments, according to the prosecution, were prejudicial to the interests of the Uganda Police Force. If found guilty, Mugume and Waidha each face a prison sentence of up to seven years under the Anti-Corruption Court Act.Ugandan sports merchandise

In a related but separate case, former police officer Francis Oyet pleaded guilty to causing a financial loss of Shs 20.6 million.

 

Oyet admitted to unlawfully receiving a salary after voluntarily resigning from the police force and was remanded to Luzira until August 21 for sentencing. His co-accused, Dora Aryatuha, a police principal human resource officer, is charged with neglecting her duty to remove him from the payroll.

 

Also before the court is James Sekalumba, a Uganda Police senior engineering assistant, accused of holding a second government job as an electrician at Kyambogo University from 2010 to 2023, in contravention of public service regulations.Ugandan sports merchandise

 

The case is part of a broader crackdown on alleged irregularities and misconduct within public service recruitment. This effort is also targeting other officials in different government institutions, including.

 

Makerere University Business School (MUBS)

 

The court has summoned former principal Prof Wasswa Balunywa, 68, to answer charges of unlawfully recruiting three administrative assistants who allegedly lacked the minimum academic qualifications.

 

Also indicted in this case is Jacqueline Namaganda, the former acting human resource director. In a separate MUBS case, former security officer Ojuku Ibrahim was remanded to Luzira for causing a financial loss of Shs 41.65 million by failing to report the absence of a security guard who was still on the payroll.

 

Uganda Civil Aviation Authority (UCAA)

Human resource manager Jennifer Etit Okaka, manager of legal services Joseph Okwalinga Joel, and former staff member Irene Atukunda Kagume are facing charges.

 

Okaka is accused of causing a financial loss of Shs 55.35 million by failing to remove two former employees, Atukunda and Peter Satia, from the payroll after their employment had ended.

 

Atukunda is also accused of fraudulently receiving over Shs 146.5 million in salaries despite having allegedly absconded from her duties for a year.
