Residents of Entebbe and all airport users have a reason to smile after the Entebbe Municipality Mayor, Fabrice Brad Rulinda commissioned the construction of Ssebugwawo- Bunono- Abaita Ababiri road and Kitinda link which will provide an alternative route to Entebbe International Airport when the main Highway floods at Kitubulu zone especially during rainy seasons.

He, however noted that the construction of the alternative route will take a period of 18 months and urged locals to support the construction project.

While officiating the Groundbreaking ceremony of the 6.1km alternative road at Tanda playgrounds on August 20, 2025, Mayor Rulinda, revealed that the alternative road will have two lanes each with 3.5 meters wide, parking lane either side between 2-2.5 meters width and walkway either side ranging from 1.5-2 meters.

Mayor Fabrice Rulinda challenged the main contractors of China Jiangxi International Economic and Technical Cooperation Co. Ltd to prioritize employing locals such that the community around can benefit from the project through employment opportunities. He also implored the contractors to expedite construction works so that the project is delivered on time.

Mayor Fabrice Rulinda also highlighted that the community must benefit from the project.

“It makes no sense to give money to the contractor and the community doesn’t benefit from the road construction project. Such a huge project, must be something that should be remembered by the community,” Mayor Fabrice Rulinda stressed.

He argued that the contractor should ensure locals are not inconvenienced or affected by dust during road construction adding that locals should have access to their homes and should not be blocked because of road construction.

He challenged area chairpersons to report to his office any delays in road construction saying they want the project to be delivered within 18 months without any delays.

Mayor Fabrice Rulinda further pledged to lobby for funds to regreen Tanda playgrounds which is currently in bad state saying that once this football pitch is worked on, it will go a long way to promote sports and talents within the community.

The undersecretary for Kampala City and Metropolitan Affairs, Ms. Monica Edemachu, urged the project manager to first inspect the equipment to ensure they are not in dangerous mechanical condition. By doing so, this helps to minimize fatalities or accidents at the construction site.

“We have had incidents where people have lost lives at the site, some of them due to careless mistakes by pedestrians. The diversion sign posts must be put in place during construction to avoid similar accidents,” she stressed.

She says environmental safeguards are crucial in this project adding that there are areas where they have been forced to suspend projects due to issues related to environmental safeguards.

The Entebbe Municipal Deputy Town Clerk, Sophie Nakandi, noted that the road construction project is one of the initiatives aimed at improving institutional capacity and infrastructure development geared towards improving connectivity and accessibility within Greater Kampala metropolitan area.

She appreciated landlords who consented and gave right of way moreover without demanding for any compensations.

Ms. Nakandi tasked the contractors to deliver quality work and asked residents to support them to be able to deliver top notch quality construction works.

The Entebbe Municipal Engineer, Eng. Christine Mary Nanfuka Sengendo who is also the project manager said besides China Xiangxi International Economic and Cooperation Co. Ltd being the main contactor in charge of civil works, the supervision works will be undertaken by professional Engineering Consultants Ltd while social environmental safeguards will be undertaken by GESCH Consultant Ltd.
