MBALE CITY, Oct. 25, 2025 — The Government of Uganda has halted the recruitment of certificate-level holders for all positions in local governments, in a move aimed at raising professional standards in public service.

The announcement was made by Regina Mabonga, the Assistant Chief Administrative Officer of Mbale District, during the 13th graduation ceremony of the Institute of Management Science and Technology (IMSAT) held on Saturday at Green Gardens Hotel in Mbale City.

Representing the Mbale District Chief Administrative Officer (CAO) as the chief guest, Mabonga urged graduates to pursue further studies, emphasizing that higher qualifications are now essential for securing government employment.

“The government has stopped recruiting certificate holders in local governments. I encourage all graduates to continue advancing their education to remain competitive in the job market,” she said.

Sam Mutinyu, the Principal of IMSAT, congratulated the graduates on their achievement and echoed the call for continuous education, stressing the importance of upskilling in an evolving job market.

Two graduates, Hadija Nagudi and Peter Wobusama, expressed gratitude to their parents and tutors for supporting their education journey. They also urged Parliament to pass a wage bill that would enable private sector employers to pay fair and timely salaries.

Over 100 students graduated in various diploma and certificate programs during the ceremony, marking a milestone for the institution as it continues to expand its academic offerings and partnerships.
