**BREAKING: President Museveni Grants Pardon to 143 Prisoners in Historic National Clemency**

*KAMPALA* – In a significant move, President Yoweri Kaguta Museveni has granted a pardon to 143 prisoners in accordance with Article 121(a) 4 of Uganda’s Constitution. The directive, signed in a letter dated November 13, 2025, was issued to the Commissioner of Prisons through the Attorney General’s office.

Today, November 19, 2025, the Uganda Prisons Service officially confirmed the release of the 143 inmates in a statement released by the Prisons Service Spokesperson, SCP Frank Baine. The decision follows a recommendation from the Prerogative of Mercy Committee, which focuses on petty offenders who have demonstrated good conduct during their time in prison.

This pardon reflects a significant effort by the government to address issues of overcrowding and to offer a second chance to those who have shown remorse and a willingness to reintegrate into society.
