President Museveni Names New Cabinet Ministers and Presidential Advisors in Government Reshuffle

President Yoweri Museveni has announced a new cabinet lineup and appointed several senior presidential advisors in a major government reshuffle aimed at strengthening service delivery and administration across Uganda.

The appointments include both senior cabinet ministers and ministers of state who will oversee key sectors such as finance, health, education, security, infrastructure, and regional affairs.

Vice President and Prime Minister Retained

Jessica Rose Epel Alupo was retained as Vice President, while Robinah Nabbanja continues as Prime Minister and Leader of Government Business in Parliament.

Former Speaker Rebecca Kadaga was appointed First Deputy Prime Minister and Minister for East African Community Affairs.

Dr. Crispus Walter Kiyonga was named Second Deputy Prime Minister and Deputy Leader of Government Business in Parliament, while Lukia Nakadama was appointed Third Deputy Prime Minister and Minister without Portfolio.

Key Cabinet Appointments

First Lady Janet Kataaha Museveni retained the Ministry of Education and Sports portfolio.

Other notable appointments include:

  • Milly Babalanda as Minister in the Office of the President (Presidency)
  • Jim Muhwezi as Minister in the Office of the President (Security)
  • Asiimwe Jonard as Minister for Science, Technology and Innovation
  • Minsa Kabanda retained the Kampala Capital City and Metropolitan Affairs docket
  • Frank Tumwebaze as Minister of Agriculture, Animal Industry and Fisheries
  • Kiryowa Kiwanuka as Minister of Defence and Veterans Affairs
  • Monica Musenero Musanza as Minister of Energy and Mineral Development
  • Henry Musasizi as Minister of Finance, Planning and Economic Development
  • Adonia Ayebare as Minister of Foreign Affairs
  • Chris Baryomunsi as Minister of Health
  • Jane Ruth Aceng as Minister of ICT and National Guidance
  • Norbert Mao retained the Justice and Constitutional Affairs ministry
  • Judith Nabakooba as Minister of Lands, Housing and Urban Development
  • Balaam Barugahara appointed Minister of Local Government
  • Kahinda Otafiire appointed Minister of Water and Environment
  • Tom Butime retained the Tourism, Wildlife and Antiquities docket

New Ministers of State Named

Museveni also named dozens of Ministers of State across various ministries, including:

  • Phiona Nyamutoro as Minister of State for Minerals
  • Peter Ogwang as Minister of State for Sports
  • David Bahati as Minister of State for Industry
  • Joyce Ssebugwawo as Minister of State for Information
  • Beatrice Anywar as Minister of State for Environment
  • Persis Namuganza as Minister of State for Housing

Senior Presidential Advisors Appointed

The President also announced the appointment of several Senior Presidential Advisors, including:

  • Hamson Obua
  • Ruth Nankabirwa
  • Francis Mwebesa
  • Evelyn Anite

Meanwhile, Kenneth Omona will transition to the diplomatic service as Uganda’s ambassador, with his posting to be announced later.

Focus on Service Delivery and Governance

The newly announced cabinet is expected to play a critical role in implementing government policies, improving service delivery, and addressing key national challenges including unemployment, infrastructure development, healthcare, education, and economic growth.

The reshuffle comes amid increased pressure on government institutions to improve accountability, efficiency, and implementation of national development programs.
