Nansana Division Chairperson Sam Mugabi Promises Fair Tax System and Crackdown on Corruption
Nansana Division Chairperson Sam Mugabi has pledged to introduce a fair, transparent, and accountable tax collection system aimed at improving service delivery and ensuring that all residents benefit equally from public resources.
Speaking during his official handover ceremony, Mugabi outlined his administration’s priorities, emphasizing development, efficient service delivery, and the fight against corruption in government-funded poverty alleviation programs.
“We are going to establish a proper tax collection system that will be peaceful and beneficial to all residents. The money collected from taxes must serve the people without any form of discrimination,” Mugabi said.
Mugabi Prioritizes Accountability and Service Delivery
The newly sworn-in chairperson said his first task will be to assess the performance of various departments within Nansana Division to identify weaknesses and improve the delivery of public services.
According to Mugabi, the evaluation will help ensure that government programs and essential services effectively reach residents across the division.
“I am beginning with an evaluation of the different departments in the division so that we can identify weaknesses and ensure that services reach the people efficiently,” he said.
The ceremony was preceded by prayers led by religious leaders who dedicated and blessed the office as Mugabi officially assumed leadership.
New Chairperson Vows Tough Action Against Corruption
Mugabi issued a strong warning to individuals accused of mismanaging public funds, particularly those allocated under government poverty reduction initiatives such as the Parish Development Model (PDM), Emyooga, and other empowerment programs.
He said his administration would not tolerate corruption or the diversion of resources intended to improve the livelihoods of citizens.
“I will not turn a blind eye to anyone found stealing or mismanaging funds meant to lift our people out of poverty. Such programmes must benefit the intended beneficiaries,” Mugabi stated.
The chairperson emphasized that transparency and accountability would be central to his leadership agenda.
Development at the Center of Nansana Agenda
Mugabi said accelerating development across Nansana Division would remain a key objective throughout his term in office.
He pledged to tackle practices that have slowed progress and vowed to work closely with residents, local leaders, and stakeholders to transform the division.
“Our focus will be development. Those who have become accustomed to sabotaging progress should know that we are determined to change the situation and move Nansana forward,” he said.
Among his development priorities is securing a lease title for land hosting the Nabweru Saza headquarters, a move he believes will strengthen development initiatives and support Buganda Kingdom institutions.
Religious Leaders Call for Moral Renewal
During the ceremony, religious leaders urged the new administration to promote integrity and community values.
Hajj Mansour Kawalya, speaking on behalf of the Muslim community, expressed concern over what he described as increasing moral decline among young people and called on faith leaders to play a greater role in mentorship and guidance.
“We are witnessing increasing moral decay in society. Religious leaders must intensify efforts to guide children and young people away from criminal activities and other forms of lawlessness,” Kawalya said.
Pastor Yahya Mabirizi also offered prayers for wisdom, protection, and strength for the new chairperson as he begins his tenure.
“We pray that God grants him wisdom and strength to overcome every challenge and scheme of those who may seek to derail his service to the people,” Mabirizi said.
Residents Urged to Support New Leadership
Nansana Division Deputy Speaker Emmanuel Sengendo welcomed Mugabi’s leadership and called on residents to support the new administration in achieving its development goals.
“We are ready to work with the chairperson to achieve his vision of placing Nansana at the forefront of development. Residents should bring their concerns, especially those related to taxation, to the mayor’s office so that solutions can be found,” Sengendo said.
The event attracted local government officials, religious leaders, community members, and residents, many of whom expressed optimism that the new administration would deliver improved governance, transparency, and sustainable development across Nansana Division.
